Article 4: Nature of the State
- Sudan is an independent, sovereign state. It is a democratic, parliamentary, and federal republic. The state is based on citizenship without discrimination based on religion, ethnicity, race, gender, or any other reason.
- Article 5: Sovereignty
- Sovereignty belongs to the people and is exercised by the state in accordance with the provisions of this Constitutional Charter. The people are the source of all powers, which they exercise through referendums and free, fair, and periodic elections.
- Article 6: Rule of Law
- The rule of law is the basis of governance in Sudan. All individuals and institutions, including the state itself, are subject to the law. The judiciary is independent and impartial, and it ensures the supremacy of the law and the protection of rights and freedoms.
