Vladmir Putin has approved of a new nuclear doctrine which allows him to order a strike from the biggest nuclear arsenal, and can initiate it in response to a conventional attack on Russia.
The previous doctrine stated that Russia could use nuclear weapons only in the case of a nuclear attack being launched on them.
